马来西亚上千公民联署声援港人：谴责港府港警破坏免于恐惧的自由

马来西亚公民支持与声援香港人

我们是一群马来西亚公民，非常关注香港自六月以来的事情发展。

对此我们做出以下声明：

1.我们对于香港政府与警察滥权与破坏法治一事，极度愤怒。香港警察自六月以来不断以过度武力执法，过程中对被捕者做出不必要的伤害，多次语言侮辱香港市民，甚至逮捕与殴打非抗争者。近日香港警察的作为再度恶化，不但近距离枪击市民，也在未授权情况下进入多所大专学府，对在场市民施放催泪弹与塑胶子弹。警察这些行为严重违反警察通例之《程序手册》，香港政府不但不约束，也未按民愿成立独立调查委员会，甚至任由情况恶化，率先破坏香港百年来所享的法治，以及香港繁荣的基础。

2.我们对于香港政府与警察阻挡人道救援一事表示抗议。在多起警民冲突中，警察阻挡医护人员对伤者进行治疗，甚至攻击医护人员。8月11日枪伤前线救护人员、8月31日在太子站阻止医护人员进场照顾伤者、11月4日周梓乐急需救护车送医时，甚至阻碍救护车前往事发地点。这些种种，都违反了日内瓦公约。

3.我们对于香港政府与警察阻碍新闻自由感到愤慨。自六月至今，警察多次辱骂记者、阻碍记者自由报导，甚至攻击记者。这些种种都在破坏人们应该享有的新闻与言论自由。

4.我们对于香港政府与警察阻碍人们自由集会表示极大不满。不论是马来西亚还是香港，集会自由是人们所享的权利。但是自六月以来，香港警察和政府多次阻止人们示威游行，甚至在合法的规定时间内强行结束示威游行并攻击在场的示威者。香港警察和政府不但破坏人们的自由，并且是造成警民冲突的罪魁祸首。

5.我们对于香港政府与警察破坏免于恐惧的自由感到愤怒。根据现代政治理论，人民让渡部分权力予政府，让政府和警察享有一些权力与武力以保护人民。但今日香港政府与警察利用人民的善意滥用权力，以此权力欺压迫害百姓，让人民活于恐惧之中。这不但违背最初成立政府的美意，更是破坏人们应享有的免于恐惧的自由。

我们反对香港政府与警察种种违背法治与破坏自由的行为，并支持与声援香港人捍卫他们所应享有的法治、言论自由、新闻自由、集会自由与免于恐惧的自由等人权。

Malaysia citizens support Hongkongers

We are a group of Malaysian citizens who are very concerned about the development of things in Hong Kong since June.

The following are our statements:

1. We are extremely outraged at the abuse of power by the Hong Kong government and the police and the destruction of the law. Since June, the Hong Kong police have been using excessive force to enforce the law. They have done unnecessary harm to those who were arrested in the process. They have repeatedly insulted the citizens of Hong Kong and even arrested and beat up non-resistors. Recently, the actions of the Hong Kong police have worsen yet again. Not only did they shot the public at close range, but they have also entered a number of tertiary institutions without authorisation. They also used tear gas and plastic bullets to the public. These acts of the police are a serious violation of the General Procedures of the Police. The Hong Kong Government has not only did not restrained but failed to establish an independent investigation committee according to the wishes of the people. It has even allowed the situation to deteriorate. It has taken the lead in undermining the rule of law enjoyed by Hong Kong over the past100 years and the foundation of Hong Kong’s prosperity.

2. We protest against the Hong Kong government and the police blocking the road for humanitarian relief. In a number of conflicts between the police and citizens, the police blocked medical personnel from treating the injured and even attacked medical staff. On11th of August, the frontline ambulance personnel was wonded by a gunshot and on31st August the medical staff were prevented from entering the scene to take care of the wounded at Prince Edward Station. When the ambulance was urgently needed to send Zhou Zi-Le to the hospital on November4th, they even blocked the ambulance from going to the place of incident. All these are in violation of the Geneva Conventions.

3. We are outraged that the Hong Kong government and the police are obstructing the freedom of the press. Since June, the police have repeatedly insulted journalists, prevented them from reporting freely and even attacked the journalists. All these are destroying the freedom of the press and speech that people should enjoy.

4. We are very dissatisfied with the Hong Kong government and the police obstructing people from free gatherings. Whether is it in Malaysia or Hong Kong, the freedom of assembly is a right of people. However, since June, the Hong Kong police and the government have repeatedly prevented people from demonstrating and even forcibly ending demonstrations and attacking demonstrators present during legally prescribed time. The Hong Kong police and government not only undermine people’s freedom but they are also the culprit in the conflict between the police and the people.

5. We are mad that the Hong Kong government and the police are destroying freedom from fear. According to modern political theory, the people give part of the power to the government, allowing the government and the police to enjoy some power and force in order to protect the people. Yet today the Hong Kong government and the police use the goodwill of the people to abuse power, using this power to oppress the people and let the people live in fear. This not only violates the original intention of the founding government, but also destroys the freedom from fear that people should enjoy.

We oppose the Hong Kong Government and violations of police towards the law and the destruction of freedom, and support the people of Hong Kong to defend their human rights, such as the rule of law, freedom of speech, freedom of the press, freedom of assembly and freedom from fear.
